Janne Jõesaar-Ruusalu was born in 1969 in Tallinn and she graduated from the University of Tartu in 1993, where she studied mathematics. She started her career in the Ministry of Foreign Affairs Consular Division of the Legal Department. In 1995 she worked as a diplomat at the Consulate General in St. Petersburg. From 1996 – 2004 she worked in the Political Department, at first as a diplomat and later as the Secretary of the second and fourth division. From 2004 – 2008 she was in charge of the Personnel Department’s second division and from 2008- 2011 she was on a mission in the Embassy of Helsinki, where she was the Deputy Head of Mission. In 2011 Jõesaar-Ruusalu continued as the Director of the Department of the EU first division and since 2012 as the Director of the second division of the Department of Europe and Transatlantic Cooperation.

Ambassador Janne Jõesaar-Ruusalu resides in Oslo. She has also been appointed the Estonian Ambassador to Iceland.
