Testing upon arrival in Norway

As of 18 January 2021 at 1700 hrs, the amendments to the Covid-19 Regulations mean that everyone who during the last 14 days before arrival in Norway has been in an area entailing an entry quarantine obligation when entering Norway as stipulated in Annex A of the Covid-19 Regulations, must now be tested for SARS-CoV-2 at the border crossing point in Norway. The test must be PCR or antigen rapid test (cf. the Covid-19 Regulations Section 4d first paragraph). The test is free of charge.

Persons obliged to testing at the border crossing point who, without reasonable cause, refuses testing and do not leave Norway voluntarily, will be fined (cf. the Covid-19 Regulations Section 4d second paragraph), and must carry out the quarantine period in a quarantine hotel (cf. the Covid-19 Regulations Section 5 first and second paragraph).

When crossing the border at Svinesund, persons residing in Norway can be tested elsewhere other than at the border crossing point, as soon as possible, and no later than within 24 hours, provided that the waiting time for getting tested at the border crossing point exceeds one hour (cf. the Covid-19 Regulations Section 4d fifth paragraph).
